Job Description

• A bachelor’s degree in engineering subject or equivalent from an accredited institution or a professional certification in the relevant fields
• 15 years’ experience in cost engineering in utility business,  last 10 years’ in managing project budgets, cost tracking, forecasting and financial reporting
• A certification from professional organization is highly recommended
• Sound knowledge in business accounting

Job Resposibilities

Overall responsible for monitoring Energy Conversion Agreement cost for all SEC power plants.

• Develop and implement all requirements for cost recording, reporting and analyzing standards, procedure including performance metrics
• Cost analysis, cost controls and reporting activities for all OPEX and CAPEX
• Provide input and recommendations for cost engineering requirements relative to staffing, service level agreements and cost between forecast and the budgets
• Organize, monitor and control costs and will define needs for cost control in accordance with contractual requirements, objectives and company procedures
• Ensure all commitments are accurately reported and will maintain updated forecasts and expenditure forecast
• Proactively advice management when actual costs exceed the approve budget or underspent
• Use statistical tools to analyze costs metrics and perform risk analysis
• Analyze cost reports and extract required data for management reporting
• Prepare and report cost engineering information on a monthly bases and additional ad-hoc reports as required by management
• Review and analyze all claims from contracts
• Participate in contract negotiation
